      1. Proposed title of this feature request:  Set  topology constraints at the cluster level in openshift
      2. What is the nature and description of the request?  Currently is it possible to set topology constraints in upstream Kubernetes .  .  .  https://kubernetes.io/docs/concepts/workloads/pods/pod-topology-spread-constraints/#cluster-level-default-constraints    but this is not configurable in openshift (at least at the cluster level.)
      3. Why does the customer need this? Customer is requesting this in SF Case #03139892 (cluster level topology spread constraints) and notes that since it is available upstream that it should be available in openshift.
      4. List any affected packages or components:  Openshift.  scheduler operator.
