      2. What is the nature and description of the request?
      The customer would like to set the default UID ranges for newly created Namespaces. A similar functionality is seen in OpenShift 3.x by using the `/etc/origin/master/master-config.yaml` file, see the link below.

      3. Why does the customer need this? (List the business requirements here)
      The customer 'sells' their OpenShift Platform namespaces as self-managed in a multi-tenanted cluster. They would like to set the default UID ranges for newly created Namespaces to better manage their multi-tenanted environment.
