Allow cluster destroy in the AWS private regions like us-iso-east-1 and us-isob-east-1

2. What is the nature and description of the request?

As an Admin, I would like to be able to destroy clusters in AWS private regions like us-iso-east-1 and us-isob-east-1

3. Why does the customer need this? (List the business requirements here)

Cluster destroy ensures that all resources created by the cluster are cleaned up when no longer in use. As OpenShift moves into more AWS Marketplace environments like the ICMP, customer will be able to easily provision OpenShift resources and will correspondingly need to easily clean up those resources when no longer needed or in use.
