On-prem Cost Management solution for Disconnected Environment

2. What is the nature and description of the request?

Make current cost management component like old deprecated metering, able to generate reports (maybe graphs) on-prem in a disconnected mode locally in the cluster without needing to connect and upload data to console.redhat.com.

This is an extension/enhancement to COST-23

3. Why does the customer need this? (List the business requirements here)

Current Cost Management component can be installed in a disconnected environment, but the generated data still needed to be uploaded to the console.redhat.com to be processed and generated.

Customers, especially very security conscious ones like financial industry, strongly against uploading any data into the console.redhat.com. And most likely their environment often running as disconnected mode.

However, they would still like to be able to easily do charge back to their internal organizations.
