Expose only the developer view of web-console

2. What is the nature and description of the request?

>> We have a multi-tenant cluster in which one of our customers wants to make the developer view of the console available to the entire Internet. In general, we cannot allow the full range of console functions to be on the Internet, even if it requires authentication. So, we would like to do something like create a new route that exposes only the developer view. Is something like this possible?

>>We would like to onboard this customer, because their projects are huge and the financial implications are significant. We would like to do this in the next month.
