Show ClusterResourceQuota in web console for regular users

ClusterResourceQuota graph in web console

2. What is the nature and description of the request?

Developers are impacted by ClusterResourceQuotas but can only view them from the command line. In 3.11 this could be viewed in the Application console under Resources >  Quota. In 4 .x regular users can not view this data in the Administrator or Developer consoles
