1. Proposed title of this feature request
The customer feedback since upgrade on OCP 4.8, the CVO will produce 800,000 line logs in to EFK, after check the logs detail looks them are sync logs, and the log level is info level logs, like below

In my test one day will produce 10000 line logs

Why does the customer need this? (List the business requirements here)
produce more login will impact the logging system had pressure，so I think we need to add a method can tuned the CVO log level
