Azure Storage account created with IPI for imageregistry should use a private link connection

2. What is the nature and description of the request?
An OCP4 cluster created on Azure comes by default an Azure Storage Accounts starting with "imageregistry"
This account is raising following security alert breaking Azure security recommandation:

• Storage account should use a private link connection

3. Why does the customer need this? (List the business requirements here)
To be align with Azure recommandation and be able to renew PCIDSS certification.
Loosing this certification is not possible
