Add create button in helm releases list

Description

In developer console the helm menu item shows the helm releases without any simple way to import a helm chart.

As a user, I want to have an option to quickly search a helm chart and add a helm release based on it to the selected project.

Acceptance Criteria

1. As an user I want an option to "Create Helm Release" on the helm releases page.
2. As an user I want open the catalog with the "Helm Charts" filter activated.
3. Optional: As an user I want to return to the helm releases list again after adding a new chart.
