This was originally logged as a DTUX-538 bug.

Investigate sticky navigation in the Monitoring tab for Dashboard, Metrics, Events, Time Range and Refresh Interval so the

As a user, I want to scroll through the Monitoring page and always have access to the top toolbar.

Additional information

This bug fix should be considered in the admin console too since Monitoring is surfaced there as well.
