As a user, I want to be able to link directly to a quick start in console.

Acceptance Criteria

1. selected quick start in quick start catalog updates the url to include a direct reference to this quick start
2. sharing a URL to a quick start will open the quick start immediately when console launches

• do we need to be able to link to a particular page and have a quick start open?
