1. Proposed title of this feature request

Need an alternate solution for Azure Active Directory Graph/Application.ReadWrite.OwnedBy API permission for Azure as this is going to be deprecated in June'2022.

2. What is the nature and description of the request?

Azure Active Directory Graph/Application.ReadWrite.OwnedBy API permission is going to be deprecated in June'2022 and this is a prerequisites for installation of IPI cluster on Azure in mint mode.

3. Why does the customer need this? (List the business requirements here)

Customer wants an alternate solution for operating cloud credential operator in Mint mode after this api is deprecated.
