2. What is the nature and description of the request? This request to enable this feature in HAproxy parameter, this feature was available in ocp 3.11. Variable to edit ROUTER_METRICS_HAPROXY_SERVER_THRESHOLD 
3. Why does the customer need this? (List the business requirements here) This feature was aavailable in OCP 3.11 and the default setting for this parameter in OCP 4 is insufficient for the metrics gathering with prometheus
