Setup a minimum scrape interval for all the OpenShift system components

2. What is the nature and description of the request?

As an OpenShift system administrator, I'd like to be able to setup a minimum scrape interval for all the OpenShift system components, so that the scrape interval of any endpoint on any servicemonitor created for the OpenShift system components cannot be lower than a certain value.

Minimum requirement would be to set a cluster-wide minimum interval, but having all the intervals fully customizable would also work.

3. Why does the customer need this? (List the business requirements here)

The goal is to reduce the traffic generated by monitoring. As per customer measures, traffic generated by monitoring stack is more than half of the total traffic generated inside the cluster.

Monitoring and maybe a number of clusteroperators.
