1. Proposed title of this feature request

Allow users with namespace admin rights to silent alerts created in their namespaces.

2. What is the nature and description of the request?

user workload monitoring enabled.

A user with admin rights can create a resource PrometheusRules to configure alerts in its namespace but the user cannot silent these alerts.
