Allow kube-state-metrics to collect VPA metrics

1.Proposed title of this feature request
--> Allow configuration of kube-state-metrics options.

2. What is the nature and description of the request?
--> Be able to have more than the default metrics.

3. Why does the customer need this? (List the business requirements here)
--> Mostly for VPA metrics:
a. Have VPA metrics in Prometheus
b. Create Dashboards with the proposed resource settings

4. List any affected packages or components.
--> kube-state-metrics, openshift-monitoring operator

Note: Customer wants to configure kube-state-metrics as present in upstream document[+]. Hence creating an RFE ticket.
