1 Proposed title of this feature request

• Image-stream can not be restored once deleted.

2. What is the nature and description of the request?

• We can not restore image-stream once deleted. Even if we have backup of image-stream in a file.
  Like :
  1) #oc get is <IS> -oyaml > backupis.yaml
  2) #oc delete is <IS>
  3) #oc create -f backupis.yaml
  We can not restore with backupis.yaml file.

3. Why does the customer need this? (List the business requirements here)

• To backup and restore image-stream.
