Allow setting the verbosity of the Cluster Autoscaler
2. What is the nature and description of the request?
Customers would like to understand what the Cluster Autoscaler is doing and why the Cluster Autoscaler is performing certain actions. To do so, customers can already set the verbosity for the Cluster Autoscaler via the `CLUSTER_AUTOSCALER_VERBOSITY` environment variable. This is also documented here: https://access.redhat.com/solutions/6172162
However, the above method is only temporary and may be reset by the cluster-version-operator. There is also a customer comment on the Solution above describing this issue. This request aims to have a field in the Cluster Autoscaler Operator to permanently set the verbosity of the Cluster Autoscaler.
3. Why does the customer need this? (List the business requirements here)
Customers use the Cluster Autoscaler to optimise resource utilisation and thus save on operating costs. Without a good understanding of the actions that the Cluster Autoscaler takes, customers may not be able to correctly use the Cluster Autoscaler.
