Assisted Installer - FIPS flag in install-config.yaml

1. Proposed title of this feature request

Fed Gov customer would like to enable FIPS in a cluster using the assisted installer. Similar to what is currently available for manual installs.

2. What is the nature and description of the request?

This request will unblock the customer to scale more bare metal installs.

3. Why does the customer need this? (List the business requirements here)

A checkbox in the UI that results in a one-line variable change to the install-config.yaml option to deploy with FIPS enabled in the cluster.
