Add bare metal edge nodes in existing cloud-provider cluster

2. What is the nature and description of the request?
Ability to add baremetal nodes in the existing OCP cluster with a certain cloud-provider.

3. Why does the customer need this? (List the business requirements here)

• As of now baremetal servers can only be added to only a Baremetal OCP cluster OR a Platform agnostic UPI based cluster.
• Customer do not want to have seperate control plane just to add the baremetal for a IPI based OpenShift clusters.
• If Customer wants to adapt IPI based installation , they want to have a single control plane to control all types of nodes. They do not want to spend resources to have either a Platform agnostic cluster / exclusive Bare-metal OCP cluster.
