      Control-plane scheduleable at install with Assisted Installer

      2. What is the nature and description of the request?

      Today, if only 3 nodes are used the control plane is automatically set as schedulable. When 2 workers are present the control plane is not schedulable by default. The ask is to expose the option of making control plane schedulable during installation even when workers are present.

      3. Why does the customer need this? (List the business requirements here)

      We have scenarios where due to resource constrains the customer brings a full control plane (e.g. VMs) and a single worker (baremetal) and today this installation is not possible because the installer expect to have a minimum of two workers for platform components like OCP ingress and prometheus that will run in those. By enabling schedulable control plane during installation, the platform components like OCP Ingress controllers, etc, will have enough nodes to run on and this deployment of 3s+1w will be possible
