      1. Proposed title of this feature request
      Time-based auto-scaling

      2. What is the nature and description of the request?

We would like the ability to have basic scheduling within OpenShift, for example, the ability for the ReplicationController to set the number of replicas based on time.

      3. Why does the customer need this? (List the business requirements here)

A common cloud cost-saving practice is to scale down the applications when it’s not needed, including scaling to zero. Many of our applications are only used during business hours. On OpenShift, we can set up scale up / scale down based on CPU and RAM metrics. However, this doesn’t help turn off the application at night time.

       4. List any affected packages or components.
