Allow idling of StatefulSets

2. What is the nature and description of the request?

In OCP 3.11, StatefulSets cannot be idled with "oc idle". In OCP 4.6, StatefulSets can be idled but this is likely a Bug (see RHBZ#1976894). That means currently, StatefulSets cannot be idled.

This RFE requests the implementation of idling of StatefulSets. Idling StatefulSets already seems to work, although not all annotations are applied as expected (some details are in RHBZ#1976894). However, unidling StatefulSets does not work at the moment.

3. Why does the customer need this? (List the business requirements here)

Customer uses "oc idle" to idle applications during low usage times to reduce resource usage on the OpenShift Container Platform cluster. At the moment, applications using StatefulSets can not be idled, leading to a higher resource consumption during these low usage times.
