Support Dual Stack IP assignment for whereabouts CNI/IPAM

Requirement: allow specifying multiple ranges from both IPv4 and IPv6:

Example (copied from an upstream RFE):

ranges: ["192.168.2.1-192.168.2.150","2001::1-2001:20"]
