Change default loadbalancing scheme of openshift router

1. What is the nature and description of the request?
   ROUTER_LOAD_BALANCE_ALGORITHM as this needs to be configurable in router level
2.  Why does the customer need this? (List the business requirements here)

We are working in a proxied environment with different users which are working for different companies. Due to security requirement the proxiing of all communication is necessary. As the proxy is the source of communication ALL traffic has the same origin. As the default balancing scheme is the source scheme based on the source IP adress we have basicly no loadbalancing between pods. We have nearly thousand routes which responsibility is shared over completly independent shareholders. The effort of adding the annotation for loadbalancing on every route and tracking the use of the annotation is a in no comparison to changing the default balancing scheme to leastconn as we did in previous OCP3 cluster installations.
