[RFE] flag that enable/disable running all pods in root user for Dev/POC

      Each new pod/deployment that is created cant use root privileges which can cause issues when running workloads or downloading them from the internet.

      The system is already complicated for some users/company’s and some of them are only testing the system, installing it for internal use or even doing a POC. We all know that installing OCP is not that simple and with extra issues(networking, permissions) it can be a DEAL BRAKER in this cases.

      So in order to do the product more "user friendly" I think we should give the option (flag/checkbox) to allow "Dev env" with prompt that explains all the risks
      and benefits and let the user decide what he wants to do.
