      1. Proposed title of this feature request
Read-only access to OperatorHub in admin console for non-admin users

      2. What is the nature and description of the request?
The available operators in the OpenShift OperatorHub user interface in the admin console are currently (as of OCP 4.7) only visible to admin users.
Non admin user should have read-only access to the OpenShift OperatorHub user interface in the admin console so that these users can see operators which could be useful for their application.

      3. Why does the customer need this? (List the business requirements here)
OCP cluster admins would like to drive OpenShift adoption. Therefore, developer teams should know and understand the potential use of operators.

      4. List any affected packages or components.
