Proposed title of this feature request
- etcd operator should not add a removed member
What is the nature and description of the request
- When etcd operator supports scale up and scale down, it must avoid adding a removed member immediately, if the node comes back.
Why does the customer need this? (List the business requirements here)
- For some reason, if the node of the removed etcd member is still running or comes back online, and if etcd-operator adds back, there is a potential for the loss of quorum. (See BZ 1880759)
