Support Bandwidth plugin in OCP 4.x

At the moment, while the Bandwidth plugin is installed, but we do not specifically have support for it.

3. Why does the customer need this? (List the business requirements here)
My customer wants to control the Pod bandwidth of the additional network interfaces attached by Multus CNI. "kubernetes.io/ingress-bandwidth" annotation cannot be applied to the additional network interfaces, so they need to use the Bandwidth plugin.
