Make EventRouter Part of Logging Operator and Provide Prometheus Metrics

2. What is the nature and description of the request?

The logging operator does not support installing the EventRouter as part of its official API. It is currently a separate installation process. See below docs for details in an EventerRouter install process(not handled by an operator.

Also, have Prometheus metrics for the EventRouter stored in Prometheus when it is deployed. The customer wants to scrape jobs created.

3. Why does the customer need this? (List the business requirements here)
Logging and monitoring are critical to this customer and making sure everything is running properly and to prevent critical outages.  It is critical to see all metrics and logs for the EventRouter.
