1. Proposed title of this feature request

Validate the clusterlogforwarder CR to verify the servers against CR configuration.

2. What is the nature and description of the request?

Customer miss configuring syslog server and only pull raw logs from socket causing log corruption and at the end blame OpenShift logging components on missing the logs or not collecting it properly. 

Can we have a mechanism to capture a connection attempt into fluentd logs to confirm that the end host is reachable from fluentd and fluentd can then send logs to the external Log aggregator?
