There are certain operators that are listed in the OperatorHub on OpenShift 4.x that we do not want customers to be able to install on their clusters. It would be useful to be able to create an acceptlist/blocklist of allowed operators.

Additional info:
For example, we are already installing certain Operators as part of our managed deploy and we don't want the OperatorHub allowing installs of these operators on top of the existing deployments.
