Add new OLM "page" descriptor

2. What is the nature and description of the request?
The page descriptor would allow operator authors to categorize top level properties into pages. This would separate the form fields into tabbed pages to make the form easier to navigate.

3. Why does the customer need this? (List the business requirements here)
Some operand creation forms can be very long and users might not need to access every field on them. If the fields they are interested in are not near the top, they have to scroll and skim through a lot of content to find what they are looking for.
