Improve visibility of Operator installation status on OperatorHub page

2. What is the nature and description of the request?
OperatorHub currently shows an Operator as installed as long as a subscription/operator group exists for that operator in the current namespace. This can be misleading because the installation could be stalled or require some manual interaction from the user (manual upgrade approval) in order for to complete. We should have some indication of an "in-between" or "requires attention" state for Operators that are in these states.
