Use of ROUTER_ALLOWED_DOMAINS & ROUTER_DENIED_DOMAINS in ingress controller

2. What is the nature and description of the request?
To limit/control the allowed and denied domains.

3. Why does the customer need this? (List the business requirements here)
The customer currently using these variables is OCP 3.11 and wants to migrate to OCP 4.
But without these functionalities, which are critical for implementing their security guidelines, they can't use the operator in OCP 4.
