Customizable CPU affinity for HAProxy router

2. What is the nature and description of the request?

Telco customers may want  to optimize the performance of HAProxy to run special high throughput or low latency workloads.

In OCP3.11 CPU pinning haproxy by the use of cpu-map parameter in haproxy's configuration has shown to be a key factor in order to achieve that as documented in the following link:

Current state of OCP4 does not allow such tuning option.

To achieve a similar level of network performance of a tuned HAProxy router in OCP3.
