        Installer Validation of install-config.yaml
      2. What is the nature and description of the request?
        Customer is installing by using an `install-config.yaml` that had `platform.aws.userTags` in the wrong place -> `platform.userTags`. The installer ran through successfully, but no AWS resource had the userTags. The install-config.yaml should have been validated as a first step to recognize that field wasn't valid.
      3. Why does the customer need this? (List the business requirements here)
        Customer needs to make sure install-config.yaml is valid so when they automate their builds all resources will be tagged properly for cost modeling.
      4. List any affected packages or components.
