Allow tuning of router livenessprobe and readinessprobe parameters

   Allow tuning of router livenessprobe and readinessprobe parameters
2. What is the nature and description of the request?
   As an openshift administrator with a large cluster and 1000's of ingress routes in haproxy.conf, I need the ability to increase the timeout of the livenessprobe and readinessprobe to allow for all routes to be written to haproxy.conf during pod restart.
