Add possibility to connect Private DNS to VNet on Azure OCP 4

What is the nature and description of the request?

We run the Installer on Azure as documented in Installing a private cluster on Azure. The customer have to link the Private DNS to a shared Network to be able to resolve the OCP 4 Cluster API addressees.

Why does the customer need this? (List the business requirements here)

The Customer need this to be able to resolve Services via DNS because it's only allowed to use the company owned DNS Server not the Azure DNS.

List any affected packages or components.

The whole cluster because everything requires DNS resolving.
