1. Proposed title of this feature request

Allow adding new operators in a disconnected environment without restarting all the nodes

2. What is the nature and description of the request?
This request for enhancement is important for disconnected environments. As it is difficult to understand that a reboot of the whole cluster is needed if you need to add a new operator in a disconnected environment.

3. Why does the customer need this? 
The customer need to prevent their cluster to be restarted after adding a new ImageContentSourcePolicy. They have a disconnected environment and for each operator they need to add to the cluster they add a new ImageContentSourcePolicy. Afterwards MCO watch for it, renders a new config and it applies to all nodes rebooting them.

This is really painful in a bare-metal environment that can have several nodes.
