Ability to list system roles while trying to create new role binding

Ability to list system roles while trying to create new role binding.

2. What is the nature and description of the request?

While trying to create a new role-binding through the console, system roles are not present in the dropdown box.
Steps to Reproduce:
1. Open the cluster webconsole, select the "Role Bindings" sub-menu under the "User Management" menu.
2. Click the "Create Binding" button in the right corner.
3. Select the dropdown box under the "Role Name" section.
4. We could see there are NO system roles (such as system:image-puller etc) present in the drop-down menu.

3. Why does the customer need this? (List the business requirements here)

 Customer would like to get this feature so that any role could be added without going back to the roles sections explicitly and selecting the system roles. In 3.11 we had an option of having a check box to list out all the roles present.
