   Ability to Pre/Post Node upgrade hooks

1. What is the nature and description of the request?
   In 3.11 the upgrade playbooks had the ability to configure Pre/Post node upgrade hooks where the customer could execute custom code.

Customer has used this functionality to perform actions related to custom daemonsets running on the nodes.  Examples include removing the node from the LB for NodePort services and ensuring all financial transactions are complete before allowing the node to be updated/rebooted.  Additionally recording of the event in CMDB of the node change before/after.

1. Why does the customer need this? (List the business requirements here)
   To ensure proper processing of financial transactions are not disrupted during upgrade/reboot sequence.  Customer is requesting feature parity with 3.11.
