Provide the ability to roll an IPI cluster back to a previous release

2. What is the nature and description of the request?
The customer encountered an issue with an upgrade to a minor-release and the issue halted the entire cluster. Every node went into a 'Not Ready' state and as a result, all pods halted.

3. Why does the customer need this? (List the business requirements here)
Customer feels the current procedure to take etcd snapshots in order to recover a cluster is cumbersome and could extend production outages. They feel that since they are relying on IPI for the OCP lifecycle, there should be features or capabilities around the IPI to back up critical components using VMware API's or any other on-prem/cloud API to "switch" back to an older version.
