To allow specific customization of the router via parameters.

3. Why does the customer need this? (List the business requirements here)
We are experiencing indexers timing out periodically on connections to Elasticsearch within one of our OCP clusters. A suggested fix was to extend the keepalive for the internal router by updating the env variable ROUTER_SLOWLORIS_HTTP_KEEPALIVE within the router deployment config. However, it looks like since OCP 4.x, you can no longer update router deployments by setting environment variables.
