      Install Service Registry operator without cluster-admin privilege

      2. What is the nature and description of the request?

      In some cases, users may want to deploy the operator in a single namespace and without cluster-wide permissions.
      This feature would be very useful for big organizations with different teams, whith teams adminsitrating OCP, and other administrating Service Registry, with limiter permissions.

      3. Why does the customer need this? (List the business requirements here)

      There are two teams one which manages and other developers team. To deploy an operator, to display or update ServideRegistry images, the developers have to ask the other team frequently.
