ETCD encryption with AES-CTR

2. What is the nature and description of the request?

Provide AES-CTR cipher on ETCD encryption or, if it's possible, properly document alternative ciphers in docs. See https://docs.openshift.com/container-platform/4.5/security/encrypting-etcd.html 

3. Why does the customer need this?

Customer claims AES-CTR is more secure

PS:

• customer is on 4.4 but willing to upgrade if this will be addressed in 4.5
• kube docs at https://kubernetes.io/docs/tasks/administer-cluster/encrypt-data/ doesn't mention AES-CTR either.
• Our docs don't clearly state if AES-CBC is only supported cipher or not
