Encrypted PVs with cinder backend

2. What is the nature and description of the request?
With Barbican, Cinder supports encrypted volumes. We should enable the creation of encrypted PVs leveraging this cinder capability (similar to the “encrypted” optional parameter in  kubernetes.io/aws-ebs provisioner).
