Content of JSAPIServlet should be cachable by clients

      At the moment clients will fetch the rest-js content on every page refresh, although they could cache it.

      "Last-Modified"-header-field as well as "ETag" should be provided in the response header in order to allow a 304 - not modified response if applicable.
