Remove the resteasy-cdi dependency on Weld

The resteasy-cdi component has a dependency on Weld. This is due to requiring unwrapping a org.jboss.weld.proxy.WeldClientProxy. While this is needed, it can be done reflectively if the dependency is on the class path.
