Migrate to prefer the Jakarta API dependencies over the JBoss forks

In most cases we should be able to use the Jakarta API Maven GAV's instead of the JBoss forks. The one exception being the Jakarta RESTful Web Services fork. This is required as we use it in WildFly and the module is overridden.
